This is a really neat little Dutch seminary schoolbook. It's title is: 

"Hoksbergen D Brief over den tegenwoordigen verdorvenen Kerk staat en de verbastering van het Schoolwezen gezonden aan en uitgegeven met eene voorrede door den Weleerw ZeerGel Heer H de Cock Veendam"  and published by E Mulder in 1835.

The English translation is:

"Hoksbergen D Letter about the present depraved Church and the corruption of the School being sent to and published with a preface by the former, Very Good Lord H. de Cock. 

This was a study book that was used - at least at one time - by a Weigert van Dyck - who has left his name on one of the blank pages in the book.

It was from the teachings of Hendrik de Cock (1801-1842) who was a Dutch minister responsible for the 1834 Dutch Reformed Church split. He protested against the perceived theological liberalism in the Netherlands government controlled Dutch Reformed Church in the 18th century. This protest led to the Secession of 1834.
