This is an original signature of Caleb Strong (1745-1819) who was the governor of Massachusetts twice (1800-1807) and (1812-1816), helped to draft the Massachusetts State Constitution and became a senator in the inaugural ferderal Congress. The state and federal government's weak defense of Massachusetts' northern frontier during Strong's tenure contributed to the successful drive for Maine's statehood, which was granted in 1820.
